HPA recently completed a Residential Parking Permit (RPP) pilot program for Hartford’s Seymour Street residents as a means of addressing limited on-street parking conditions in that neighborhood. Public meetings were held in 2012 to gather feedback from residents, so that the HPA along with the City’s Public Works and Police Departments, could design a program to meet both the needs of the neighborhood and maintain established traffic flow and public safety requirements.
The permit application process, which started in May 2012, required proof of residency and completion of a simple application form. Upon HPA approval, a special Parking Permit “decal” was issued for placement on the vehicle. Enforcement of parking permits on Seymour Street started in June. Seymour Street residents were surveyed in December and feedback was overwhelmingly positive. City Council authorization will be sought to make the pilot program permanent and to establish additional RPPs in Hartford.
