Per the City of Hartford municipal code Sec 22-42 (b), the Hartford Parking Authority may place an immobilization device (also known as a “boot”) on a vehicle parked on a City street if :
- The vehicle has two or more parking citations that are outstanding (delinquent, unpaid, otherwise unsettled and uncontested) and is then issued a third citation
or
- The vehicle has three or more parking citations that are outstanding (delinquent, unpaid, otherwise unsettled and uncontested).
Once a vehicle has been booted, it will also be assessed a “boot fee” at a cost of $45.
Once a vehicle has been immobilized (“booted”), it is subject to be towed at any time.
Once a vehicle has been immobilized, the balance of all outstanding parking citations in the registered owner’s name must be paid before the device will be removed or, if towed, before a tow release form will be provided.
In instances where the unpaid parking citation balance exceeds $800, the vehicle has been towed, or a registered owner of the immobilized vehicle has previously tampered with, damaged, removed, destroyed, or stolen a vehicle immobilization device, payment methods are restricted to cash, money order, and cashier’s check only. No exemptions will be provided.
Anyone (not only the registered owner) can pay the balance of the outstanding parking citations. However, a tow release form will only be provided to the registered owner of the vehicle or an authorized designate of a registered owner of the vehicle as confirmed in notarized writing.
The immobilization device (“boot”) is property of the Hartford Parking Authority. If an immobilization device is removed or tampered with, additional fees will apply.
