If you believe your citation was issued in error,
you have the right to appeal it.

You can appeal a citation online by clicking the red “Appeal Citation” button below or you can appear for your scheduled hearing at the Office of Parking Management Citation Hearing Office, located at 11 Asylum St, 2nd Floor, Hartford CT 06103.

If you choose to appeal online, you will need the citation number or the license plate number. Using that information, you can search for the citation in the system. You will then need to submit your contact information, the appeal reason, any comments you would like to include, and any attachments that support your appeal. Once submitted, you should receive a response to your appeal within 2 to 4 weeks.

If you choose to appeal at your scheduled hearing, the date and time of your scheduled hearing is listed on the front of the parking citation, under the Violation and Fine Amount.

Please note that if the citation is appealed and upheld, you will be assessed a $15.00 hearing fee.

If the citation is not overturned at the hearing, you will be sent a notice of assessment outlining the fine and fees.

If you wish to appeal the decision of the hearing, you must file a claim with the civil clerk of the Superior Court within thirty (30) days of the mailing date of the notice of assessment.

If you do not appeal the decision of the hearing within the specified thirty (30) day timeframe, a judgment will be entered for the city and against you for all fines, penalties, and fees.

If you miss your hearing date but would still like to appeal a citation, you may request a new hearing date.

To request a new hearing date, you can fill out a “Request for a New Hearing Date” form, which is available here (English/Spanish) and at the Office of Parking Management at 11 Asylum St, 2nd Floor, Hartford CT 06103.

Be sure to include the reason(s) why you are requesting a new hearing date, and provide all of your contact information as requested on the form. Please be sure to write as legibly as possible. Once you’ve completed the form, you can submit it to via mail to the HPA Office of Parking Management Citations & Hearing Office, 11 Asylum Street, Floor 2, Hartford, CT 06103, and should hear back regarding your appeal within 4-6 weeks.

Please note that the following are not valid reasons for an appeal :

  • Lack of coins.
  • Vehicle owner is running late.
  • Vehicle owner is unaware of metered parking times.
