New Leadership at the Hartford Parking Authority

The Hartford Parking Authority is proud to announce the appointment of “Kay” Khouloud Al Mannai as Chief Executive Officer.

The HPA Board of Commissioners voted unanimously at its February 24, 2026 meeting to appoint Ms. Al Mannai, who previously served as Interim CEO and Chief Financial Officer.

The Board expressed full confidence in her leadership as she guides the Authority’s operations, strategic initiatives, and long-term stewardship of Hartford’s parking infrastructure.

Board Chair Zoë Chatfield stated:
“Kay is an ideal choice to lead our organization into the future. She has served us exceptionally well as CFO and Interim CEO, and we are confident her leadership will help the Authority evolve to meet the needs of residents, businesses, and visitors alike. Her vision positions the Hartford Parking Authority as a vital part of the overall Hartford experience.”

Vice-Chair and Personnel Committee Chair Amir Johnson added:
“Throughout my time working with Ms. Al Mannai, she has remained deeply focused on community relations and ensuring residents are informed and engaged. I look forward to continuing our work together to advance key initiatives and support the Authority’s positive impact on Hartford.”

Ms. Al Mannai’s appointment is effective immediately and HPA looks forward to this next chapter as we continue serving Hartford with a focus on safe access, strong operations, and supporting the City’s growth and community impact.

HPA Online Web Payment Portal Back Up!

The online web payment portal for citations for the Hartford Parking Authority is now functioning and is able to be used to process citation payments.
